Welcome to Inland Counties Emergency Medical Agency (ICEMA), the Local Emergency Medical Agency (LEMSA) designated by the State of California to organize and oversee the County’s entire local Emergency Medical Services (EMS) system. We are dedicated to protecting public health and safety for the residents of San Bernardino, Inyo, and Mono Counties.
ICEMA ensures that all Emergency Medical Technicians (EMTs), Paramedics, and mobile Intensive Care Nurses are appropriately certified, licensed, and in good standing with their educational institute. We issue verification and authorize qualified healthcare professionals to be employed within the county.
Data collection is integral to ICEMA’s mission, which includes qualitative measures to ensure effective and appropriate policies and protocols. Information collected includes system operation, patient outcomes, and performance quality improvement.
ICEMA hosts the Healthcare Preparedness Planning Partnership Coalition (HP3) for healthcare facilities in the San Bernardino County region. This coalition focuses on disaster planning, mitigation, and recovery specific to healthcare facilities and their unique challenges.
Using state standards, ICEMA establishes policies and procedures to ensure medical control of the EMS system. This includes requirements for emergency dispatch, patient destination policies, patient care guidelines, and quality assurance.
The Medical Health Operational Area Coordinator (MHOAC) is held jointly by the County Public Health Officer and the ICEMA Administrator, who are responsible for managing operational resources during a disaster, as well as coordinating with other local, state, and federal agencies.
ICEMA regulates and oversees ambulance transportation services of persons experiencing medical emergencies. Oversight responsibilities ensure ambulances respond timely and appropriate medical care is delivered until a patient is received by the hospital.
ICEMA designates certain hospitals as Specialty Centers, including centers specific to treating trauma, ST-Elevation Myocardial Infarction (STEMI, aka heart attack), and stroke. Specialty Centers ensure the most critical patients receive efficient and quality life-saving care for their emergency.
