Who Are We?
The San Bernardino County Healthcare Preparedness Planning Partnership (HP3) is a voluntary multidisciplinary, multi-agency coalition created to address issues and challenges that affect healthcare delivery in disasters and emergency incidents. Members work to ensure the highest quality in patient care and safety even in a crisis.

What are the Response Deliverables?
Readiness
Build strong relationships, identify hazards and risks and prioritize by addressing gaps through planning, training, exercise and managing resources.
Healthcare and medical response coordination
Plan, collaborate, share and analyze information, manage and share resources and coordinate strategies to deliver medical care to all population during and unplanned events.
Continuity of healthcare service delivery
Uninterrupted quality medical care to all populations in the face of damaged or disabled healthcare infrastructure.
Medical surge
Deliver timely and efficient care to patients even when the demand for healthcare services exceeds available resources.
Test disaster medical response plans through periodic drills and exercises.
Mission Statement
Strengthen and enhance the public health and healthcare system emergency preparedness planning and response activities within the County of San Bernardino; provide structure and guidance to healthcare facility to sustain and enhance medical/health emergency response during emergencies and disasters through collaboration, cooperation and sharing of information and best practices.
Coalition Members?
ICEMA encourages all healthcare facilities that operate within the boundaries of San Bernardino County to be members and participate in HP3. Over 300 hospitals, long-term care facilities, primary care clinics, specialty care clinics, home health agencies, hospice, and 36 prehospital EMS providers that render medical care within the county are eligible to become members and many of them already are.
Promote interaction and collaboration across all sectors of the healthcare community to ensure a coordinated and effective response to disasters.
What Does HP3 Do?
- Promote quality in the delivery of disaster patient/victim care services.
- Assess the level of healthcare preparedness, identify gaps and make recommendations on activities to improve response capabilities.
- Support the needs of healthcare organizations and improve overall healthcare response capabilities to meet community needs.
- Develop and implement effective practices including planning, education, and evaluation as they relate to emergency preparedness.
Primary Care Clinics, EMS First Response and Transport Agencies, San Bernardino County Office of Emergency Services (OES), San Bernardino County Department of Public Health-Preparedness and Response, San Bernardino County Sherriff’s Department – Coroners Division, City Emergency Managers and many, many more.
Why is ICEMA Involved?
The mission of the EMS Authority and the local EMS Agencies, by extension, is to ensure quality patient care by administering an effective, statewide system of coordinated emergency medical care, injury prevention and disaster medical response. In the later role, ICEMA acts to:
- Coordinate disaster medical response.
- Provide medical resource management.
- Arrange for the evacuation of injured victims to hospitals and alternative care sites.
- Manage the Hospital Preparedness Program (HPP) Grant.
- Sponsor a local healthcare coalition.
